The role and the requirements

We are seeking an experienced water sector engineer to play an important role in delivering our strategy and will need to be able to respond flexibly to the needs across the organisation.

This role of Principal Engineer is to use engineering expertise to develop policy. This role requires a high level of technical competency, excellent written and oral communication skills, advanced policy development skills, well developed people and stakeholder management skills, and a track record of delivery against challenging deadlines.

As such the role will involve applying and using engineering experience to progress our work as a regulator in several different areas. One of these areas is operational resilience. In our strategy we stated our aim to set up the frameworks needed to improve asset management in the sector over the long term, including how companies predict the impact and manage risks to their networks arising from climate change. The role will initially be focused on this area. In this role you will be expected to:

Responsibilities and key deliverables include:

  • Use advanced technical knowledge and numeracy to solve difficult analytical problems which include ambiguity, and to present the results to non-technical audiences
  • Critically evaluate and challenge analysis or product of a professional peer, and to act as intelligent client for procuring external engineering consultancy.
  • Produce high-quality policy documents and contribute to external publications.
  • Coach and develop others within the water engineering science and technology profession.
  • Work with the sector to deliver policy aimed at increasing maturity in its understanding, measurement and management of asset health and resilience
  • Develop policy on how Ofwat should regulate the sector to increase operational resilience
  • Lead / deliver results via others including external stakeholders

The successful candidate will have;  

  • Graduate qualification and/or equivalent professional experience in engineering, science or equivalent
  • Chartered status with engineering or other appropriate professional body
  • Experience of thought leadership and developing policy which spans organisational boundaries.
  • Experience of carrying out a relevant role within Government, a regulated business, water sector supply chain organisation, consultancy or in another similarly relevant position
  • Experience of working effectively in multi-disciplinary teams
  • In depth experience of water sector engineering, and/or investment programme appraisal.
  • Experience of working with senior management and external stakeholders
  • Project management experience
  • Excellent oral and written communication skills
  • In-depth understanding and practical knowledge of water sector capital programmes, asset management, and business planning.
  • Understanding of investment appraisal techniques.
