Introduction of the Flood and Water Management Act placed a range of new duties on all Local Flood Authorities (LFA) across the country with Local Authorities working collaboratively to manage and implement new duties. The Cheshire Mid – Mersey regional group of Authorities includes representatives from Warrington, Halton, Cheshire East, Cheshire West and Chester and St. Helens and is seeking an experienced Flood Risk Management regional officer to join the team involved in Flood Risk Management.
This is an exciting multi-disciplinary role that is required to support the strategic and tactical Cheshire and mid Mersey group(s) of officers and elected members in the implementation of the flood risk management duties and responsibilities. You will be responsible for co-ordinating and facilitating meetings and lead on new processes that need to be developed by the regional LFA’s associated with the delivery of the Flood and Water Management Act, Flood Risk Regulations and associated functions. The development and implementation of SUDS management for the Cheshire Mid-Mersey region in accordance with current and emerging legislation will be a key requirement of the role.
The role requires a combination of skills in flood and coastal risk management including understanding how the legislation affects local authorities, how flooding occurs and is managed, how to mitigate future flooding and links to the planning and Defra processes. The role will also contribute to research focused commissions for the strategic and tactical flood risk groups as required.
We are looking for someone who:
Has a relevant qualification (e.g. environmental science, geography, town planning, flood risk diploma), proportionate experience in flood and coastal risk management with strong understanding of legislation and policy issues in an Environment Agency, consultancy or Local Authority role. You will have excellent written and verbal communication skills.
Specific requirements include:
Understanding and/or experience of flood and coastal risk management covering national policy, modelling and strategy development
Appreciation of the roles of and experience of working with the different bodies involved in ensuring that communities are resilient to current and future flood and coastal risk including the Environment Agency, local authorities, water companies, internal drainage boards and flood actions groups
Understanding and experience of the interrelationship between planning and flood and coastal risk management would be desirable
An appreciation of Defra and EA economic appraisal techniques would be desirable.
The successful candidate will be both technically knowledgeable to a level sufficient to meet the job requirements and also be able to demonstrate fluency and consistency in verbal and written communication, in both technical and plain English writing styles, and have excellent interpersonal skills. A high degree of organisation skills and being self motivation are also considered key attributes.
This post will be based in our new Warrington Borough Council offices. However the post will be required to travel and work flexibly and will be working from other LFA offices and working across the Cheshire Mid Mersey region as required.
