Having worked for almost a quarter of a century with the public service, in 2000, Brian McCutcheon, established a private planning practice in Cork, now known as McCutcheon Halley Planning. The company is now in its 20th year and with a wealth of experience behind it, McCutcheon Halley is a thriving national practice, managed by six Directors, that offer clients a full range of planning services.

During the economic downturn, McCutcheon Halley recognised that the recovery would start in Dublin, the engine of the State. In 2013, we opened our first office in Fitzwilliam Square and since then we have grown to a team of eight and moved to our current location in Smithfield. At the helm in the Dublin office are our two directors, Jim Keogan and Paula Galvin.

As a company, we recognise that our staff are key to our success. Continuity is a fundamental driver of a successful organisation and four of our Directors, Tom Halley, Paula Galvin, Mairi Henderson and Susan Cullen were appointed through promotion from within the practice.

Our team of consultant planners are dedicated and committed professionals, some of whom have been with us for more than 12 years. This experience is critical to delivering successful outcomes for our clients.

Planning has evolved considerably since the introduction of the Planning Act to Ireland just over 50 years ago. The environmental implications of proposals are now a fundamental aspect of development management. McCutcheon Halley has responded to this change and many of our team are qualified in an environmental discipline as well as holding planning qualifications.

Today, we deliver consultancy services to a wide range of clients. We are dedicated to providing the highest-quality personal service with a strong emphasis on listening to our client’s needs and securing positive consent to realise their ambitions.
